Should I file a claim after failing to yield while turning left at a green light?

First car crash. Very upset at myself. Whatever. His right bumper side is scratched up a little. I don't want to fix my car (minor scratch). Am I supposed to call my Allstate insurance and say I want to file a claim? I always see people encouraging to file claim on tiktok.
