Japanese University Exchange Pickle

Hey, I'm in a bit of a pickle rn and thought I might as well ask reddit. My current university in Toronto nominated me for an exchange in Tokyo, but as I have some financial issues and the exchange university doesn't guarantee housing, my advisor has provided me the option of altering my exchange so that I can attend a different university. My options now are Akita International University (Akita), Kwansei Gakuin University (Nishinomiya), and Aoyama Gakuin University (Tokyo) (my original pick). There's a ton of stuff I had planned to do in Tokyo, but according to my advisor, my budgeted ¥750 000 for housing (6 months) is not nearly enough, especially as I do not have a definite housing plan yet. She also repeatedly mentioned that it will be very hard to make connections with anyone in Tokyo, and I will feel very alone for much of the time. I'm not sure if the other two universities and cities may be better for me overall. I also only was notified that she could change this a couple of days before the deadline which is stressing me out a ton.
