I want to study abroad

I wanna study abroad in europe and study economics but idk which school to choose. I'm studying for SAT and IELTS and I expect myself to get at least 1400 and at least B2. I looked at The University of Glasgow and Edinburg but they require A-level or IB but they also don't accept country qualifications. I also looked at several universities in Germany but their requirements include decent level German. I don't wanna waste a year or two studying German because I've heard that German can be difficult to learn. To be fair, I'm not really that rich and i want the most out of scholarships.
