Disabled father in law looking for an apartment

Hi all, I'm in a bit of a dilemma. My husband's father and step mother recently broke up. She was the breadwinner and abruptly decided to move out of their shared apartment. She was able to take herself off of the lease somehow and my husband had to add his name to it so that my father in law can stay in the apartment. They were never married, so it wasn't a big hassle for her to leave. His father is 75 and disabled. He uses a scooter to get around and doesn't walk much if at all. He survives on his social security income in which he receives about $2000 a month. He has no savings, 401k, and he is terrible with money. Apparently, he's always been this way and doesn't care much about what bills he needs to pay. He just expects us to help him now. My husband has been paying his rent for the last 3 months. It's $2500 a month and his dad hasn't helped to pay besides this last month where he came up with $400. His lease ends in December and we need to move him somewhere cheaper. We live in California and we really can't afford to pay this amount of rent for him for the rest of his life. Neither of us make a ton of money so this has been a huge expense for us.
