H1B CoE filing with PP - I-797 not received - 2.5 months and counting

My H1B petition for change of employment was received physically around end of June at California Service Center. It was filed with Premium Processing. I have started working for this new employer as the attorney mentioned that I could begin working. However, it has been close to 2.5 months but I have not received the I797 approval yet.
