Freshman wanting to one day do a Phd one day where do I start?

I am an incoming freshman at small private uni. I read somewhere like 8 mil/yr in research funding. It isn't very research focused more teaching based but due to a full ride I decided to go for it. I was wondering what you think I should do if I want a Phd one day and what you would do in my place. My major is EE and most of my interests align with RF and Nanoelectronics (just because they seem interesting from what I read but haven't taken classes and probably wont for a while). I want to try to not have to get a masters if I don't need too as I don't want debt.
