CS PhD Application: Better to upload to arXiv or publish in a low-tier journal?

Hi everyone, I am applying for a Computer Science PhD and have a completed research paper. I want to use it to strengthen my application, but I'm stuck between two choices: Option 1: Upload it to arXiv as a preprint. Option 2: Publish it in a fast, free multidisciplinary journal that is not Scopus-indexed. For CS PhD admissions, does a "peer-reviewed" stamp from an unknown, unindexed journal look better, or is it seen as a red flag? Would professors prefer to just see an arXiv link with my code?
