Zero clue how to apply for a PhD abroad (CS + PM background) funding, blocked accounts, and field fit? Need a reality check.

Hey everyone, I’m currently a lecturer/teacher in my home country, and my long-term goal is a career in academia. To progress, I need a doctorate, and I want to pursue it abroad. However, I am starting from absolute scratch and have no idea how international PhD admissions, funding, or residency logistics actually work. My Background * Undergrad: BS in Computer Science * Master’s: MS in Project Management * Thesis: Artificial Intelligence in Project Management (focus on agility/performance) * Goal: Full-time academic career / tenure-track research and teaching What I Need Advice On Is "Management Sciences" the right target department? I’ve been defaulting to Management Sciences, but given a BS in CS and a thesis integrating AI into PM, would I be more competitive in Information Systems (IS), Technology Management, or Operations Management within a business school? Where does an applied AI + Management profile fit best? Are PhDs paid, or will I need a massive blocked account?
