Denied N-400 due to traffic incidents from 15 years ago.

My mom's naturalization application was denied on the grounds of good moral character. She had reported her two traffic tickets in the N-400 application. Both of these were paid on time. In the denial letter, they stated that she has unpaid traffic tickets from 2010 and 2011. She did, however, pay them on time but did not have payment records for proof of payment. The traffic incidents were red light and stop sign violations. She had a copy of her lifetime DMV records that lists the two tickets. What is the best way to proceed ? Hire a lawyer ? Edit 1: She specifically stated in the N400 application that she paid the fines. She made this statement next to each traffic citation she listed. The interviewing officer asked if she had any additional documents to submit (other than the DMV lifetime abstract). She stated no. No further questions were asked. Edit 2: Specific wording from the denial letter "You testified that you were cited for traffic violation tickets number ******** by law enforcement in ******* on April 8, 2010 for passing a red light.
