Best country options for masters

I just done my BSc but my gpa is 3.66 (second class upper). Also my fyp messed up (got a B+ for that. My target was A. But I couldn't. So I lost my first class). Because of that, I can't publish a paper for that. I haven't published any paper yet. I hope to do a research before I get my transcript. So I would like to do a masters (research based) first and then do a phD. I think it's the best option I have.
