PNC Visa Secure keeps sending verification code to phone number that is not mine

I have a PNC business Visa debit card, and whenever a website triggers Visa Secure/3-D Secure verification, it wants to send the code to a phone number that I have never used and do not recognize. My correct number is on my PNC account. PNC confirmed the number is not anywhere on my account. They sent me to Visa, and Visa sent me straight back to PNC saying the issuing bank controls Visa Secure. It has now happened on multiple unrelated websites, so it is definitely tied to the card/authentication system rather than one merchant. Has anyone dealt with this with PNC or another bank?
