USPS lost my OPT EAD card — what happens with the 90-day unemployment rule? Can I work without the physical card?

Hi everyone, I’m hoping someone who has been through a similar situation can give me some advice. My OPT was approved and USCIS mailed my EAD card through USPS. Unfortunately, I never received it. USPS tracking shows that the card arrived at the Harrisburg, PA Distribution Center on July 28 , and there have been no tracking updates since then . It was never marked as delivered. I have already: Filed a USPS Missing Mail Search Contacted USCIS through Emma/live chat Submitted a USCIS Non-Delivery of Card service request USCIS says they will review my non-delivery request. However, a USCIS live agent also told me that since the card hasn’t been returned to USCIS, it may be considered lost or stolen and that I may need to file another I-765 and pay the fee again. This is confusing because I never received the EAD. It appears USPS lost it while it was still in transit. I’m also very concerned about my OPT unemployment days. My OPT has already been approved, but I don’t physically have my EAD because of the USPS issue.
