CPT Hold!

My uni (undergrad part atleast) has issued a hold for CPT that is not required for everyone in my program? Is this permanent or just a temporary measure? I have 2 more summers to go before completing my degree and US internships r really important (obviously not required for the degree). And what about OPT?
