PERM recruitment failed with only 23 months left on H-1B — stay, switch employers, or move to H-4 EAD

Hi everyone — I’m looking for advice from anyone who has been in a similar situation or understands PERM/H-1B timelines well. I work in Generative AI / Machine Learning at a large financial institution in New York. My PERM recruitment unfortunately failed yesterday. I currently have exactly ~23 months remaining on my 6-year H-1B limit. My company has told me that after a failed recruitment, my green-card process has to be paused for 6 months. After that, they will restart the process, including PWD and recruitment again. That timeline is making me nervous. Even if everything goes well on the second attempt, by the time the new PWD + recruitment are completed and the PERM is actually filed, I may have around a year (or potentially less) remaining on H-1B. And obviously, there is also the risk that the second recruitment fails again. My husband works in San Francisco and recently got his I-140 approved, so H-4 + H-4 EAD is available to me as a backup.
