Landlord threatened to raise rent over AC repair, is that legit?

Title explains most of it. I will acknowledge we are very lucky with our current bill of $650 a month, since they have had to pay to fix the AC they have stated it may raise to $1200 a month. I'm a single income with an adult dependant, if I had the money to just repair the AC I would. Can a landlord raise rent due to appliances fixes requested by the tenant? Specifically AC I guess.
