Using 529 to study in Switzerland

I have a significant amount of money in a 529, but I'm not interested in studying in the U.S. at the moment. It's expensive, I want to study in French, and I also just want to explore the world a bit. Currently, I'm looking at Switzerland, since I have family friends there, though I am also open to studying in France if that's what works out. Now, I know a 529 cannot be used for most foreign universities without penalty. I am planning to study most likely linguistics, though my exact course of study is still up in the air. Any advice? Would you suggest using the funds anyway and just paying whatever the penalty is? In addition, to study in Switzerland I need to prove that I have enough money to study, would a 529 be acceptable proof?
