Exchange or Internship

Im from South Korea. I want to build a career in Europe. My choice is to do an exchange in Central Europe or do an internship in Japan. Which one is better for my goal? Should i get professional experience in one of the world’s major economies (even though it’s not as strong as it was) or should I gain network and familiarity in Europe through exchange?
